  7.     Egyptian President Hosni Mubarak has consistently ignored
  8. Muammar Gaddafi's repeated calls to merge the two countries in
  9. a pan-Arab union. But economic necessity is drawing Egypt and
  10. Libya closer together. In the interest of improved relations,
  11. Mubarak is shrugging off the Libyan's antics. (A recent Gaddafi
  12. stunt: using a tractor to demolish an Egyptian border post.)
  13. Earlier this month, when Mubarak visited Tripoli for a 12-hour
  14. summit, the Egyptian leader said his country welcomed economic
  15. cooperation with Libya and expressed predictable support for
  16. "the rights of the brotherly Palestinian people." Western
  17. diplomats say Gaddafi may return the favor by allowing as many
  18. as 1 million Egyptians to seek employment in Libya.
